The purpose of this Request for Proposals (RFP) is to invite licensed child care providers with a 3-star or higher FOCUS rating, as well as Nations, Pueblos, and Tribes who want to join the FOCUS program, to apply to take part in New Mexico’s new “contracted slots” pilot program. This program will give priority to providers who serve infants and toddlers with developmental delays, families earning at or below 200% of the federal poverty level, and families living in areas with few child care options.
The Early Childhood Education and Care Department (ECECD) created the contracted slots pilot to expand and improve infant and toddler care across the state. Through this program, ECECD will pay providers directly to hold a set number of spaces for children who receive child care assistance and meet quality standards. Providers receive a steady monthly payment, which helps them plan and make quality improvements.
The pilot also introduces a new process called “presumptive eligibility.” This allows families to get care right away, based on a quick first review, instead of waiting for full approval of their application.
By funding specific infant and toddler slots, this model helps more families find high-quality care, makes funding more predictable for providers, and reduces paperwork for families.
