Health and Safety Requirements for New Mexico Child Care Facilities and Early Childhood Professionals
On March 11, 2020, Governor Michelle Lujan Grisham declared a public health emergency in order to maximize the resources available to fight the spread of COVID-19 and minimize public health risks for New Mexicans. The fight against COVID-19 is ongoing, fluid, and requires our collective diligence and attention.
On Feb. 17, 2022, Governor Lujan Grisham announced that indoor mask wearing is no longer mandatory, except for public hospitals, profit or nonprofit private hospitals, general hospitals, special hospital nursing homes, assisted living facilities, adult day cares, hospice facilities, rehabilitation facilities, State correctional facilities, juvenile justice facilities, residential treatment centers, the New Mexico State Veterans’ Home, and congregate care settings in community homes. This public health order was renewed on April 15 and remains in effect until at least May 16.
Regarding early childhood programs, indoor mask wearing will no longer be required by ECECD for early childhood professionals (child care, PreK, home visitors, and early intervention specialists), children, or facility visitors. As of April 8, 2022, ECECD has lifted the restrictions on parents not entering the child care facility and we encourage a return to parents visiting with educators and observing inside the classroom.
Independent business entities may establish their own policies regarding mask wearing for staff and children. ECECD strongly encourages that these policies be written and shared with staff and families. Although businesses are encouraged to develop their own masking policies, ECECD recommends not requiring masks outdoors so the children can get some mask-free time in a relatively safe outdoor environment.
The ECECD COVID-19 Response Toolkit has been updated to reflect these changes. Additionally, CDC now recommends that guidance vary based on community risk levels, so we will be revising our Toolkit to reflect this change.
If an individual (staff or family member) chooses to wear a mask, irrespective of agency requirements, they should not be subject to any penalty, discrimination, or harassment as a result of their individual choice. If the family prefers receiving services in an outdoor setting or via Telehealth, those should be offered.

Weekly child care COVID data reporting helps in the fight against COVID-19
All New Mexico licensed and regulated child care providers are required to complete a weekly Child Care Covid Report by 10 a.m. every Tuesday for the previous week. The weekly Child Care Covid Report will help ensure accurate and up-to-date data in the fight against COVID-19 by gathering data on testing and current vaccination rates. Providers must report any center closures in the mandatory weekly child care covid report in addition to all other required information. Failure to comply may result in penalties.
Effective March 1, 2022, Early Intervention providers will report positive COVID-19 cases via the Family Support and Early Intervention Division COVID-19 portal found at COVID-19.

Find No-Cost COVID-19 Testing Options Near You
- NMDOH encourages all New Mexicans to order free at-home COVID-19 tests to your home. Knowing if you have COVID-19 can help you seek proper treatment and prevent you from spreading the virus to your family and community. Tests require a quick swab inside each nostril, and results can be read in just minutes. NMDOH recently updated its website to make it easier to find testing options by going to FindaTestNM.org.
- The State of New Mexico offers free, fast, and accurate at-home COVID-19 saliva testing to all New Mexicans, with or without symptoms, from Vault Medical Services. Click here to order a test.
- The federal government will send up to eight free home tests to every household. Tests can be requested by going to www.covidtests.gov and will be delivered by USPS. If you have ordered the initial four tests, you can now request an additional four tests for the same household.

COVID-19 Vaccines Help Bring the Pandemic Under Control
The CDC says everyone 12 and older who is fully vaccinated should get a booster. Boosters can be given five months after being fully vaccinated with an mRNA vaccine (Pfizer or Moderna) and two months after J&J. Boosters do not have to be the same vaccine as the initial series; mix and match is okay. Boosters are especially important now because of the Omicron variant. Children 12 and over with immunocompromising conditions should receive a second booster. Adults 50 and over should also receive a second booster.
COVID-19 vaccines are safe and effective, and they are a critical tool to bring the pandemic under control in New Mexico. The risk of infection, hospitalization and death are all much lower for people who are vaccinated, compared to unvaccinated people. Boosting your immunity keeps you and your family protected. Children ages 5 to 11 are eligible to receive the Pfizer COVID-19 vaccine; this is important to prevent severe disease. Parents/guardians can register their children for the vaccine at vaccineNM.org. Parents/guardians can also link their accounts to their dependent’s accounts at vaccineNM.org/kids. A dose of Pfizer for children 5-11 contains one-third the amount of active ingredient compared to the adult dose. Children receive a second dose 21 days or more after their first shot.

Rapid Response Portal
Child care programs with a positive COVID case (or close contact) are required to file a report to the New Mexico Early Childhood Education & Care Department Rapid Response Intake Portal system.
If you need assistance with identifying close contacts and making an online report, you can call the ECECD Rapid Response Hotline (1-833-866-3272) and provide your email address, your EPICS or license ID if available, your phone number, and whether it is a positive case or close contact. Calls will be returned in the order received between 8 a.m. to 5 p.m. Monday through Friday.
The CDC has developed a new Quarantine and Isolation Calculator that can be used to determine when, and for how long, people with COVID or close contacts need to stay home, get tested, and wear a well-fitting mask: COVID-19 Quarantine and Isolation | CDC
Programs can also request a referral to the ECECD Families FIRST team, which offers resources to help with insurance, food, and other assistance. ECECD Families FIRST nurses can provide education, resources, and advice on health, nutrition, and nurturing.

Early Childhood Students Can Get Paid while Earning Their Degree
ECECD recently launched the Early Childhood Educator Student Success Grant, available to New Mexico higher education institutions with early childhood programs. The Early Childhood Educator Student Success Grant provides funding for eligible students to receive a stipend of up to $2,000 per semester/trimester for the 2022-23 academic year. Students must be enrolled in at least six credit hours and working toward an associate or bachelor’s degree in early childhood education at an accredited institution of higher learning in New Mexico. New Mexico higher education institutions will administer and distribute the stipend program.

The ECECD Scholarship program is now accepting applications for the Summer and Fall 2022 semesters. To complete an application, please visit our website or click here to apply
ECECD provides scholarship opportunities that make it possible for early childhood professionals to afford coursework leading to advanced credentials and degrees. The scholarship program supports professionals who work in child care settings (licensed or registered), state-funded NM PreK or Early PreK programs, Head Start/Early Head Start, Home Visiting Programs, FIT-Early Intervention Programs, or NM PreK, Title I, or 619 Preschool Programs in public schools. Scholarship awards include one year of funding for tuition, fees, and associated textbooks and have the possibility of renewal each year. Dedicated Scholarship Coaches work directly with scholars to support their pursuit of advanced credentials and degrees.

New Grant Opportunity Aims to Create Care Capacity
ECECD is currently accepting Letters of Interest (LOI) for the Child Care Supply Building Grant, opening on June 10, 2022. This new grant will provide funding for licensed child care providers to expand their existing programs and encourage statewide businesses to create or expand child care for their employees. The purpose of this new funding opportunity is to build high-quality child care supply throughout New Mexico, especially in areas of the state considered child care deserts, where demand for care far outpaces capacity.
LOIs that demonstrates the ability to increase access to child care will receive a link from the New Mexico Finance Authority via email with access and instructions on how to complete a full application within 30 days of submitting an LOI.
Applications for Child Care Supply Building Grant will be considered on a rolling basis and funds awarded will be subject to the requirements and restrictions outlined in the Information Memorandum related to the ARPA Child Care Stabilization and ECECD’s 5-star capacity and group ratio as detailed in the FOCUS Essential Elements

ECECD has partnered with Wonderschool to offer free child care management software, Elevate New Mexico Child Care. Operating a child care program is hard work, but you don’t have to do it alone. Get access to free business coaching, child care management software, and community coaching to help you streamline time-consuming business tasks. By using the Elevate software, child care providers can save time on many of the day-to-day administrative tasks needed to run their program. Elevate is available at no cost to child care businesses across New Mexico. The software is also available in Spanish! Elevate New Mexico Child Care now offers virtual office hours from 10-11 a.m. every Friday and from 6-7 p.m. every other Wednesday. Stay Hydrated This Summer
Summer’s here! That means that it’s time to do what we can to stay cool and refreshed! The healthiest way to hydrate is to quench thirst with plain drinking water.
The NDWA is a network of organizations and individuals across the country working to ensure that all children in the U.S. can drink safe water in the places where they live, learn and play. Their website is the nationwide clearinghouse for essential drinking water research and resources.
CACFP sites have the opportunity to teach the importance of drinking water and model healthy hydration. Research shows that the learning goes home! In a pilot study in Marin, California, childcare settings, children continued to drink more water instead of sugary beverages at home, after a drinking water intervention at childcare. Keep Track of a Child’s Development
The Ages and Stages Questionnaire is available to take online. Geared toward parents of children between ages birth and 3 years old, this confidential questionnaire is intended to help parents keep track of their child’s developmental milestones and includes questions about communication as well as gross motor, fine motor, problem solving, and personal social skills. After completing the questionnaire, parents will receive a downloadable copy of fun activities they can do with their child to promote their development.

Waterford UPSTART is an in-home kindergarten readiness program to help children develop the foundational academic and cognitive skills needed for school success. With funds made available by the New Mexico Legislature and allocated to ECECD, early learning providers (including Head Start and community-based providers) have an opportunity to participate in the school-based Waterford program. The new National Maternal Mental Health Hotline provides 24/7, free, confidential support, resources and referrals to any pregnant and postpartum mothers facing mental health challenges and their loved ones. ECECD Launches Online Community for New Mexicans to Crowdsource Infant Formula
In response to the nationwide infant formula shortage, the New Mexico Early Childhood Education and Care Department (ECECD) has created the NM Infant Formula Support Network, a Facebook group that offers an online community for New Mexico parents and caregivers to share information on local formula availability, share surplus formula with those in need, or request help in locating specific brands and types of formula. We ask that you please share this information with families in your network.
In addition to creating a forum for sharing information on where formula may be available, ECECD, the New Mexico Department of Health (DOH), and other state agencies will provide updates regarding the nationwide shortage, important nutrition and safety information, and state and community resources available to families.
Thank you for sharing this important resource with families in your communities – together, we can help ensure New Mexico babies get the nutrition they need while we wait for formula supplies to improve in the coming days.

Support Teachers and Families (STAF)
In response to staffing shortages caused by the COVID-19 pandemic, the State of New Mexico is mobilizing all its resources to ensure that students can continue to attend public schools, community and school-based PreK, and child care. The Support Teachers and Families (STAF) initiative, an innovative new program that provides critical support for New Mexico’s schools and child care facilities. The initiative encourages state workers, National Guard members, and community members to become licensed as substitute pre-K-12 teachers and/or child care workers.

ECECD Cabinet Secretary Elizabeth Groginsky invites you to join her and ECECD leadership staff at the upcoming New Mexico Early Childhood Education and Care Department early childhood listening sessions.
We encourage you to take part in this unique opportunity to meet with Secretary Groginsky and other agency leadership team members to share ideas and provide feedback on how ECECD can further support the diverse educational, developmental, health, and nutritional needs of young children in and around Doña Ana County.
The listening sessions are part of ECECD’s Spring Tour across New Mexico that kicked off in March. During the tour, members of the agency’s leadership team will visit more than 20 communities and meet with early childhood educators, child care providers, home visiting professionals, parents, elected officials, and other community members throughout the state.

ESTA SEMANA DESTACAMOS EL CURSO CAMPAÑA “INSPIRING CREATIVITY: ALL THE WORLD IS A STAGE” (INSPIRANDO LA CREATIVIDAD: TODO EL MUNDO ES UN ESCENARIO). LA CREATIVIDAD SE NUTRE DE LAS ARTES CREATIVAS. A TRAVÉS DE ACTIVIDADES DE APRENDIZAJE INTERACTIVAS, FOROS DE DEBATE EN GRUPO, VIDEOS Y EJERCICIOS DE ESCRITURA REFLEXIVA, LOS PARTICIPANTES APRENDERÁN A CREAR UN AULA EN LA QUE PUEDA PROSPERAR EL JUEGO ARTÍSTICO CREATIVO.
