The purpose of this Request for Proposals (RFP) is to establish a contract through competitive negotiations to develop a statewide parent support network. This network will engage and train parent volunteers to support families of infants and toddlers who have, or may be at risk for, developmental delays or disabilities.

The New Mexico Early Childhood Education and Care Department (ECECD) serves as the Lead Agency for Part C of the Individuals with Disabilities Education Act (IDEA). Part C is a federal program that provides supports and services for infants and toddlers with, or at risk for, developmental delays or disabilities and their families.

ECECD’s Family Infant Toddler (FIT) program delivers these services in accordance with IDEA Part C across New Mexico.

As the Lead Agency, ECECD must ensure that resources are available to support parents, including organizations that assist families of children enrolled in IDEA Part C and Part B (special education) services. Through this RFP, ECECD seeks to establish a contract to ensure that all families enrolled in IDEA Part C services have access to:

• Parent and peer support groups

• Focus groups and educational sessions about IDEA

• Opportunities for advocacy and leadership development

These activities will strengthen families’ understanding of their rights under IDEA and build their capacity to advocate effectively for their children.
