Wave pattern

Release Date: March 5, 2024

The purpose of the Request for Proposal (RFP) is to solicit proposals to establish a contract through competitive negotiations for the procurement of a financial and compliance audit. The Early Childhood Education and Care Department (“ECECD” or the Agency) is requesting proposals from qualified firms that have demonstrated past excellence and knowledge in providing financial and compliance audits to state agencies.

ECECD is seeking proposals from qualified Offerors/Contactors to conduct the supply and demand study that achieves, at minimum, the following:

  • An analysis of the existing supply of child care by region (e.g., county, school district area,
    census tract, zip code) across the state of New Mexico including, but not limited to, the type of
    care (e.g., licensed center or home based, registered home based), age group in care, quality of
    existing care (as defined by Quality Rating and Improvement System), hours of service, and
    participation in the state Child Care Assistance program;
  • An analysis of the demand by identified regions (e.g., county, school district area, census tract,
    zip code) of New Mexico based on family preference and need that includes stakeholder input;
  • An analysis of geographic variability in both supply and demand across these identified
    regions, including which areas are most affected by any lack of supply or mismatch of supply
    and demand; and,
  • Interactive data visualization tools, including but not limited to maps, that allows ECECD to
    visualize this supply and demand analysis by factors such as geography, race/ethnicity, income,
    and Social Vulnerability Index.
